Challenges of Demographic Change

Japan's population has the highest average age and the highest life expectancy of the world. At the same time, it has one of the lowest fertility rates, constantly falling short of 1.5 children per woman. The resultant “demographic time bomb” is the greatest challenge Japan faces today. Many problems arising from this situation have been identified, but up to now only few solutions. What is more, the different aspects of recent demographic change have mostly been treated separately rather than in context, thus impeding a proper understanding of the interrelations between the problem areas. What will be the consequences of the demographic development?

  • Will depopulation turn out to be as drastic as projected?
  • What effects will it have on existing mechanisms and levels of redistribution?
  • What kinds of reform will the changing population structure set off in the fields of social, economic and regional policy?
  • What are the needs and requirements of a hyperaged society, and how does it affect the relationship between society and government?
  • What new industries and markets emerge to satisfy these demands?
  • How does ageing impinge on intergenerational relations and communication patterns?
  • What will be the effects of the growing cohorts of elderly people on election behaviour, political power, social stratification, cultural (re)production, and gender relations?

Demographic developments have propelled these and similar questions onto the agenda of several advanced countries. In many respects, Japan is leading the way. Where does it find its own answers, and where will it be forced to yield to structural constraints and reveal tendencies to conform or converge with other capitalist democracies? By means of individual projects (see below in more detail) and interdisciplinary co-operation, this DIJ research focus has already produced a range of results.

In addition to many research papers, two major works have been compiled by researchers of the DIJ: Trilingual Glossary of Demographic Terminology, and The Demographic Challenge. A Handbook about Japan, both published by Brill (Leiden). In addition to various workshops and symposia on the topic, the DIJ in June 2009 held a three-day international conference in Tokyo on the theme of Imploding Populations. Global and Local Challenges of Demographic Change presenting the present state of research on demographic change. This conference offered a platform for Japanese and European researchers from different disciplines to discuss ageing, population decline and the societal implications of these changes.
